Turns out that the bus (model/textures) are from CoD4, I found 2 other skins of it from the Sickness SVN pack, although they are much worse.
I'll see what I can do!
The bad thing about the whole skin possibility is that it's only skinnable on one side, that side will be copied to the other. So it'll flip the icon horizontally, if you have one that is...unless there is a way of over minding it.

Update: 12/14/13
Ambulance:
+ FINALLY located the ambulance decal file (thank you GRiiM)!
+ Ambulance reskin has been posted on the first page, I changed every part that I was able to do.
+ Ambulance decal quality increased x4 so it'll appear less blurry.
- Remade the texture without the grime on the bottom, makes it look a lot cleaner.
+ Remade a lot of the texture, looks a bit nicer.
Firetruck:
+ Reskin done, changed all the parts that I could.

The full-black SRU Skin...meh. I like the current one more. Maybe make it White-Brown with a big "ECSRU" sign at the sides?
Rethought the SRU one: I took a bigger look at it, and it doesn't look really bad!
I want the black-white Police Skins back, though. I don't really like the White-blue.
Maybe you can re-make the Doctor playermodel aswell? Instead of it being just the Standard HL2 Kleiner, you can maybe add some medical Tools around his clothes?

Yeah that was done based on the original. For the GTA models Rockstar always used Fire Department of San Andreas/Liberty City instead of the other way around, the old firetruck decal had FDSA. Although, I did take a look at the uniform and saw that it was swapped around like you said. I may change that at some point.
