It's not entirely his fault. The virus automatically sends the link out from those who are infected.
You may remember the Koobface virus on Facebook a while back that did something similar (Once, someone using my PC clicked on that, man that started some arguments with people that my account sent the link to).
Steam really needs to block these sites and also add an option to only show white-listed website links.
