Try Verifying your game cache by Right Clicking gmod in the library and going to Properties. Maybe you're missing a sound file from the base game or some are conflicting causing the looping.

IRQL_NOT_LESS_OR_EQUAL is a code that is thrown when a driver has tried to access something that it does not have access or permission too, the easiest way to resolve this that i am aware of is to remove the recently installed software from your machine completely.
For example if yesterday you installed a new driver, and today this happened for the first time; the drive you installed yesterday is likely the problem.

I hooked up my hard drive to my other pc it booted fine no errors it seems thaty mother board has a driver error idk if i am going to fix it since i have exams soon
