If it is in the United States, why can the president become a "Prime Minister" or things along those lines when that is not how the United States works? And why is US Constitutional law not in effect by default?

I treated EvoCity just like some generic town in Canada, just about the size of the small town I live in IRL, including all the outside area.
Also, the president of EvoCity is probably the only president who's being treated like the president of a superpower, not of some small city.
