Are you involved(breaking a rule)? Yes well where I live, Ireland, most cars are stolen in the busiest place Dublin while, I live (the countryside) few cars are stolen. But then again maybe in other countries it may be different.

Street crime rules
You may only commit street crime in realistic areas (ie. The slums or the Industrial district - anywhere which is far from the government).
