You could get a clan to do it? Perhaps a clan that focuses on law enforcement, (hint hint nudge nudge , Joykill. jk.)

I do agree, this does need some attention. But ask someone to host it for you, I'm sure other people (including me) would be willing to join you as a jury, judge or criminal!
