I think, you just need to permablacklist or blacklist for a long time people who abuse of the tool gun !! That's all, because penalize players who do RP correctly and decently, I do not think it's very nice.

Seriously i find it immature, next thing you know weld will be blocked and our bases will be connected with nails.
But seriously, that hydraulic tool is necessary for building everything.

Its so cool, helps alot with making cool stuff. Just permablacklist as John McLane mentioned.
