Change from vcmod to photon

Why?
Photon is better than VCMod is so many ways (except performance) it supports lots of vehicles, it looks better but it can hurt performance unfortunately, I made a poll a while ago to see how many people would vote for Photon and it wasn't too bad, other than performance I don't think there is anything wrong with photon. There could also be a trial run done and we could have photon on the server for a month to see how it is ¯\_(ツ)_/¯

We rely on many features from VCmod which makes this impossible. Photon only adds ELS lights and nothing else which means we'd still need VCmod main. That makes the overall vehicle system annoying as there's two different systems for things. VCmod also adds a lot more than just lights, it does vehicle seating, vehicle damage and a lot more for us automatically. Removing VCmod completely isn't an option and having both systems isn't worth it just to have a bit more customisation and pretty lights on police cars. I'm not going to get into performance loss as both systems are far from ideal, it really doesn't matter considering both have a very big impact on performance.

There isn't any point in this still being open as it'll always be denied regardless of what people vote. Due to this not being practical, I'm declining this now without review. I doubt we'll ever replace VCmod as I don't see a better alternative ever being made, if we ever do it wouldn't be a suggestion anyway but rather something we (as a dev team) look into and evaluate ourselves.
