I can confirm this I was the civilian he ran over for no reason too and saw the whole thing happen

Approved for FearRP breakage of rule 3.5. Not enough enough to warrant a vehicle blacklist as there is no evidence of the car being stolen at random. There is also no evidence of failRP from baiting the police in an unrealistic way.
