Description: 
Vehicle shows that it's completely broken. When in actuality, it's at 100%. Screenshots are from Dylann, and when I checked his car, it was fine. 100%.

I have had this problem too on my Ferrari, it also made my licence plate disappear.

This is caused by the current networking system.

I guess that initializing the vehicle networked attributes (health, license plate, owner, etc.)
has low-priority and is thus queued after other attributes (other players, other entities, etc.).

Sadly the only fix for this would be to overhaul the complete networking system,
which is on our todo list, but it would take a lot of effort and time and is not even guaranteed to work.
