A police officer doesn't get demoted then suddenly becomes a paramedic. It takes years/months (cooldown) to train.

How about everything is put into a "government cooldown" rather than each individual role. The cooldown should be slightly longer too to stop presidents or sergeants constantly having to demote people every two minutes.
