Dispatch System - V2

Great job. The Dispatch update seemed to be lacking previously but this seems to add everything I thought was missing and more.

So perhaps from a roleplay perspective, a Dispatcher could be corrupt, paid by a mafia/criminal organisation to create an emergency and divert all units away from the Nexus so the criminal organisation can proceed to raid the President/Dictator.

Sounds like a pretty cool new idea! Great job!
