Server: Forums and Ingame where the money was transferred.
Involved Users : Aspire, Rudy, WIllem, Admin who replied to me on help and support not sure who it was- Now I am not calling for anyone else who entered the lottery to speak, your opinions are not wanted here, so I am prewarning you as this would count as you commenting without being involved in the reported situation.
Summary:
User has had over a month to refund me when he changed the terms of the agreement, he has been online multiple times and is refusing to refund me. He claims that he has problems so can't refund me, he has been on a few times since and thus he has ignored my refund requests and is now refusing the request.
This is scamming as he changed the agreement terms and is refusing to pay my refund.
I received a 1 month ban for scamming when I was very new to this server, I know how it is wrong and I hate to be the one who is being scammed.

To Summarise:
1.5 Scamming is not allowed. Also, do not steal items which other players have dropped to carry out a transaction.
The changing of the terms of the lottery and then refusing to refund me is scamming.
Forcing me to agree to something is unfair.
Due to the nature of the time even if I was fine at the start I began to lose patience, I then requested the refund and was ignored, he was on several times during this. He then refuses to pay me when I gave him 72 hours. Willem had messaged him to refund me. I spoke to a couple of admins and they agreed this was unfair and I would be refunded.
He is refusing to do so, I am now not going to settle for a simple return of the money.
He must be punished for the scam - When you change the terms and then force everyone to wait months and refuse to pay you are scamming. Maybe he thought this was a easy way to get a loan but it starts a dangerous precedent if you allow this to happen.
