Alright, so I want to build my own computer that can smoothly run very demanding games smoothly with good quality. And I need your help.
What are the best parts? The best Processor and the best graphics card Etc.? I have a decent budget I believe. Can anyone help me out?

Some Intel Z170 chipset motherboards may need a BIOS update prior to using Kaby Lake-S CPUs. Upgrading the BIOS may require a different CPU that is supported by older BIOS revisions.

I recently built mine and if you are looking to run demanding games smoothly you want at least an I5 Proccessor and minimum of a gtx 1060, however with your budget I don't see why you couldn't get a 1070.
I defiantly recommend doing as much research and looking as possible. I recently built mine and all the looking defiantly paid off!

That means nothing, just a bios update that isnt needed. It was the same with mine and I checked it, nothing was out of order.

Put all that into a part picker list, I already see a few problems.
- You will need a CPU cooler, probably a very good one at that due to the fact that the board/case you want is small, so that means minimum airflow. I recommend a closed-loop liquid cooler. Case will probably only allow for a single radiator, which should be fine.
- If you want a stable 80-120FPS ultra on Witcher 3 and other graphically intense games, you will want a 1080 atleast. 1070 will have drops below 60 and even 50 in wooded areas, and populated areas. Of course this can be countered by just not having everything maxed (game looks virtually the same at second to highest textures, MSAA should never need to be above 4x).
- You will probably want a hard drive for mass storage, this includes a majority of your games. Anything close to a western digital black is pretty solid.
- For everything the system has, a 400W power supply seems a bit low, but I have no idea what the wattage will be total (thats what pc part picker is for). I typically recommend going 100-150W over whatever the required wattage is on pc part picker. This accounts for any fuck-ups pcpartpicker may have with calculating, along with degradation of the power supply over time.

One last thing, you could up your processor to the X edition and get an extra .5 GHz for only around 50 euro.

I am getting a 4,6 ghz processor and 16 GB RAM. A little unsure about the rest. My graphic card I will also invest a lot in.
What I am more worried about is the cooling, what is the best cooling and it is hard to implement?
I am also confused about this power supply ordeal, what does this mean. As far as I am concerned the wall has infinite power. I would greatly appreciate an enlightenment on that matter.
