This might sound odd but what I do is go to my favourite streamer like qtpie and look at his current pc specs or my favourite youtuber robbaz and look at his.

2k is a lot more than I've ever spent on anything

Don't go for a I7 not really worth it, a high end I5 will do the job
at LEAST 12Gb of Ram
get any Graphic Card, minimum VRam of 2Gb
Hard Drive get what ever
Case get what ever
Motherboard get what ever as long as sockets are the same as Ram and CPU
CPU cooler what ever you want
power supply get like 750 watt that will do
OS what ever you prefer, windows or linux

I don't think you even understand PC building. "Get whatever" some things like the motherboard do matter what you get as they can affect performance. 750 watt PSU? Jesus I only have a 500 watt and it does me fine. Also he has a £2,000 budget and you're telling him not to get an i7? lol ok
