Title of Suggestion: add a car clamp (and maybe a parking officer)

 
 Description: The car clamp would let officers seize car without lock picking them and taking them back to nexus.


 Why: It would simply enhance the roleplay experience. To a more realistic standered

1 RPP limit, and the ability to lockpick the clamp and break it. Also should probably have a timer on it, so that my car is not infinitely clamped.
