Having thought more about it, I suppose it could have a specific use to "tag" suspects, if it for instance makes you cough loudly for 5 to 10 minutes, and leave your vision blurry, so that you may be able to hear a coughing suspect inside an apartment and therefore have a chance of re-locating them after they've ran away

A realistic form of policing defensive measures, and would be used prior to taser in terms of escalation.

Overall would enhance RP scenario and allow a more realistic encounter
