When it's raining, and a soiled farm plot is outside, it should gain water.
Why?
Cool interaction with no major effect to balance (water is free).

The reason we didn't do this initially is because staff often change the weather and this would complicate that. I think right now we have dynamic weather disabled due to a few issues with stormfox anyway, it may be removed for a bit while we resolve it.

Even if it's not raining, having it available as a feature is nice.
