Title of Suggestion: Remove >50% fuel parking requirement
Description
Vehicles should no longer require 50% or higher fuel capacity in order to be parked.
Why?
Ever since the fuel capacity rework, fuel requirement for parking the vehicle became obsolete. It should be owner's responsibility to take care and pay attention to fuel levels. If they spawn a vehicle with next to no fuel and they get stuck somewhere in middle of the map, it's up to them to call for mechanics more often (more roleplay engagement) or buy expensive fuel canisters (money sink).
The requirement has always been nothing but annoying when it came to parking vehicles. Removing it brings no downsides, only pure improvements.
