While Fracture broke the rules, the evidence is too old for a PR. In the video, you can see the scoreboard date says "26/10/2021", so more than 2 weeks old by now. Not sure why you waited so long, but unfortunately based on the player report guidelines it's no longer valid, especially since it's a somewhat minor offense.

Based on guideline 10:
"If the offence you are accusing a player of occurred 7 days or longer prior to the submission of your report, its evidence will be nullified, and the report will be denied. Exception to this is if there is an issue which requires potential prolonged gathering of evidence (e.g: harassment, other ToS violations), though this will be addressed on a case-by-case basis."
