Title of Bug: Delivery Driver Job to MTL is Broken
Description:
On *any* cargo mission that involves the user picking up from MTL, only two packages are ever spawned when you need to pick up three.
I have tried this countless times and the third package never spawns, making any missions that require picking up packages from MTL unable to be finished.

Steps to reproduce:
1) Go as delivery driver
2) Play a mission where you must pickup from MTL
3) Drive down to MTL to pickup packages and find only two there
