Summary of the incident
FearRP broken by the user, there was a shootout and i went around to kill the attackers and they left so i went to look around i found one of the people started to cuff them, wrote don't move in chat and they ran and pulled out their gun and shot me up.
3.4c If someone switches from a gun to any kind of restraints in order to detain you, FearRP still applies.

You never gave them a command before handcuffing them, fearRP must be initiated by having a weapon out and giving a command. You didn't give a command until after they pulled out a gun, therefore fearRP was never initiated in the first place so it wasn't broken.
Rule 3.4 Wrote:You must follow FearRP by acting afraid of threatening situations that affect your own or accomplices' lives. To initiate FearRP have a weapon out and give out orders (text or voice).
