Summary of the incident
Stealing of car while being gun dealer + didnt know, needs to read rules, stole the car again as black market dealer when it was already unlocked from being gun dealer.

Hi Jennider,
Thank you for your PR (#97936), which is approved.
Prodabberdill received a blacklist (#109697) of duration 1 hr for reason "PRA (97936) - Stealing car as gun dealer/black market dealer, proven little to no understanding of rules. Please read them!"
As he has 15 hours, I have decided a 1-hour blacklist from these three accesses will be sufficient and remind the player to read/acknowledge the rules relating to these aspects.
