Description
give chauffeur ability to use tow trucks

Why?
because of teamwork,
we will have options for the mechanic and the chauffeur to work together 
the mechanic may be busy dealing with customers in the garage 
the chauffeur can assist by collect destroyed cars bring the to the garage with the people (if alive)
or chauffeurs can do impound unit RP for government 
plus it just gives something bit more than just driving big trucks or taxi/bus around
