I was told to arrest him as he was harrasing civilians by the vice president so i went to arrest him.

Upon reviewing the evidence at hand I can see clear FailRP multiple times. It will be hard to say for certain that FearRP was engaged based on the video alone because I cannot hear any commands given at any point and as a result I couldn't say that FearRP is broken.
