Summary of the incident
Consistently ignoring my direct orders at gunpoint, delaying and straight up refusing to get in the back of my vehicle after several orders to do so.
User clearly had no intention of going to jail and I ended up giving up trying to take him there as he kept running in to apartments to evade me.
