Make a reload timer.
Why?
You Never have to reload with rifles Anymore, its just to stupid and way to over powered, xm's arent useful anymore. just spam r while shooting and you just shoot unlimited.

pretty sure the AWP changed into a semi-auto rifle with a scope now, it can shoot rapidly now

Alright I know what the problem is. When we've got the new server hardware, I forgot to install Counter-Strike Source to the Garry's Mod server. This is what causes the bug. I will fix it ASAP.
Edit: Should be fixed after server crash/restart
