As you can see he rammed the paramedic truck (he was obviously speeding). I got scared of my life and wanted to make sure he didn't drove off so i tried to shoot his tires. There is no excessive use of force.

Violence is the last option. Seemed a little too eager to warrant shooting the vehicle.
