I think certain vehicles shouldn't be permitted to be tested if it may require new rules etc. just like the Presidential Limo.
I see no issue with testing other vehicles though, I think maybe they should be open to the public and not staff specific.

Test cars have now been removed so this is no longer as relevant. However, if test cars should be added again in the future, we will decide on some internal guidelines regarding when to use them and when not. Probably would be more oriented around whether or not the cars have any unique features etc.
