Description: Everytime a new vice or Pres takes office it puts tax to 10%

I think this is simply a reset level since it's moderate and in between 20% and 0%. This will help to prevent continuous raids as it would be unfair to continue a 40% tax rate for the next President.

Not a bug.
I will remove it resetting on vice change though.
