Looking at the video, the person who puts Wiki under fearRP turns around for several seconds giving Wiki an opportunity to counter the fearRP.
He was also looking away from you the whole time, so he would not have known that you were there either. However, a gun dealer should not be trying to kill police so he will receive a punishment for that.
