I drove past and said this because about a min before this I was being chased by the police and this was my way of laughing at them. I can see how you think I could have been baiting though.

The user was found guilty of baiting cops to a pursuit by yelling "Fuck the cops" and speeding off. Even if you were in a pursuit previously, as this way you are getting their attention again to start another pursuit.
Though in this case, I'll give the user a warning this time as it is more fitting for the situation.
