It seems like he's trying to scare you off because he doesn't continue to chase you, only attacking when you go near him.

The attack started only seconds before the video started, the reason why I’m looking up in the video as I was tabbed out opening my recording software. I don’t have any evidence of it sadly but I think it is FailRP enough to beat people randomly on the street
