I'm not sure exactly how he's basing it, but I do have a hunch.
Jan is likely basing this off of the experience he has in the team, using his knowledge to give his guess on how likely a promotion with the mentioned name is.
For you, I would say maybe around 45%, judging that off my experience in the team. I will not delve into why.
