heres a step by step guide for you admins!!
step 1: go to https://www.whois.com.au/whois/ip.html
step 2: search ethan's IP
step 3: look at the ISP
step 4: is the ISP named after the county or by a company like BT or Virgin?
if its owned by the county then he aint da'ing
if its owned by a separate company then he da'ing
if its linked to a proxy/vpn provider then he is too
if its your job to ban da's and you dont know about this id actually be worried
