I for one just jumped on the Pines Citymap and I really loved the look of it. Loads of roleplaying opportunity, the highway part brings up good police chasing rp and the lake is just amazing. The one negative thing I do see of this map is that it may be too big, as there are multiple locations where there are a good amount of buildings, making the player base less concentrated. However, I do not think that will cause a problem as people will probably tend to stay around the City/Villas anyways. So, it is a +1 for Pines City from me.

I did some testing of my own, you literally found the worst spot on Pines to take a picture, most places for me i have about 200fps. And yes its uncomparable to V2D's fps, but that map is old aswell, really old.
V33X has worse frames for me than Pines. Aswell I took off the Weather mod since I noticed you didn't have it on so it would make a fair comparison.
My PC : 1060 6GB, i5-7600, 16GB Ram.

V33X Actually has lower FPS compared to Pines, and the FPS is also dependant on the location, so these maps i'd say have an even Chance to compare, not like V2D with Pines.

Here's also a second picture to show that it isn't that bad, every map has its weird locations where you have lower FPS.

EDIT: I also think that a new map would bring new roleplay experiences.

Alrighty, since there has been a lot of discussion regarding the performance of the maps, I did a recording of average FPS while flying around in the city area of the map.
I tested V5P, V2D (Sexy V3), Old V2D ,V33X and PinesCity.

SPECS:
GTX1080
i5-6600K (OC: 4.0GHz)
16GB Ram

I recorded the average FPS using MSI Afterburner's FPS recording feature.

V5P While online on the server:
06-05-2018, 20:05:02 hl2.exe benchmark completed, 3452 frames rendered in 51.687 s
                     Average framerate  :   66.7 FPS
                     Minimum framerate  :   20.8 FPS
                     Maximum framerate  :   91.8 FPS
                     1% low framerate   :    1.8 FPS
                     0.1% low framerate :    1.8 FPS


V5P Offline/Singleplayer:

PinesCity:
06-05-2018, 20:36:45 hl2.exe benchmark completed, 13042 frames rendered in 58.734 s
                     Average framerate  :  222.0 FPS
                     Minimum framerate  :  124.3 FPS
                     Maximum framerate  :  284.7 FPS
                     1% low framerate   :  105.9 FPS
                     0.1% low framerate :   88.9 FPS


While the V2D maps do have higher average FPS in the benchmarks, it is not exactly the final result as it may change when there are players and props. 

My personal opinion:
Keep in mind that while V2D does have higher FPS, it is due to the map quality being lower and generally being outdated. In this sense, it's a sacrifice of quality for few extra frames. Having a 35-45 FPS difference in singleplayer, it might very well be a 5-10 fps difference on the server or barely noticeable.
Also comparing PinesCity and V5P, it is pretty much same performance wise so saying that the map performs worse isn't really accurate. At the same timePinesCity is a jump forward in quality and new content, which is good to keep in mind.

V33X was a lag fest, if you're honestly going to get Pines on the server which is even laggier how do you expect people with bad PCs like Tomo and Falcao to play?

Though keep in mind that the benchmark in singleplayer doesn't represent the full picture.
As V33X performed worse than V5P on the server, but according to the benchmark V33X had better FPS than V5P.
Now PinesCity has better FPS than V5P when it comes to benchmarks, so it's very much possible it can perform better.

One way to find out could possibly be a stress test or just an event on the map, though that being a whole other thing to set up.

The gamemode has performance issues. If these issues are fixed, we can have any map that would run well on Singleplayer.
At the moment I'm removing Photon, so VCMod will be the only light mod, this should give a small increase of FPS.

I think CityRP should be run on an Evocity map. I personally like V4B1. V2D has been put online a few months ago but was no success due nobody playing on it.

CityRP needs a Nexus or a large building for the government. It needs places to build shops. And it needs to be big enough for cars to make sense. So not a map like Littletown.

Pine City is therefore perfect. Shops which are realistic as well as a nice Government building.

Though one main reason why there was a map change was because of the horrible FPS v4b1 had. If there were no performance issues, it would be a great map.
