It's not propblock - the elevators can still be used. You're not trapped there in any way.

It is a propblock as you blocked an important section of the Nexus. I'm involved as I was the President at the time and got stuck at this propblock.

The only section that is blocked is the one in the screenshot, I don't see how a doorway is an important section. You can still access the shaft from any other floor.

There are still ways out, it's not a complete propblock, but I would not encourage it to anyone.
