Summary:
Well, a short story even shorter ... I just became the police sergeant and saw the President having a little chat with a player which escalated to the new level. The president told me to arrest him so I asked him gently to face the wall. He started to run away which resulted in a tase. The player disconnected 1 sec after my actions were taken.

After looking through the logs there is enough evidence to provide that this guy D/Ced to avoid a roleplay situation.
