Concluding notes
The video provided doesn't show any evidence that the reported user broke FearRP. I do understand why you may think it was FearRP but to explain in short nobody shouted any demands to Gamberios to initiate FearRP and once you stepped out the vehicle your gun was in a 'holstered' stance. I don't want to punish people on the fine lines of FearRP either as the video pretty much shows you all pulling the weapons out at the same time.
