Concluding notes
Citizens may sometimes be permitted to carry firearms for self defence as long as is abides by the law, for example if the President is offering firearm licences for concealed carry. The screenshot also doesn't show any inappropriate use of the firearm or what Turtle is saying via microphone, it would be unfair to hand out a punishment based on assumption.
I suggest using shadow play to record situations like this.
