My car is a bit fucked. When I turn the car on, the alternator makes the whining noise no matter where I position it. (The fan belt is on it). And when I turn off the engine, it kills the starter motor so I can't start the car up again. Here's a video:

EDIT: NEVERMIND I FIXED THAT SHIT. I JUST BOUGHT NEW A NEW ALTERNATOR AND STARTER MOTOR
