At which point in the video does the reported user prop push a vehicle? It seems to me like you have uploaded a bit too much if the video and certain parts could have been cut out.

Concluding notes
The reported user has been found guilty of purposely stepping on injured bodies. The proof provided regarding the prop pushing is not suffice in my opinion unfortunately. We will keep an eye out in future on this user, for now he will receive a 1 day ban for the above rule breach.
