Summary: Alright so first off we will go onto his BR on the users Dremester and Ray, https://www.youtube.com/watch?v=c_GTWZa6Zu4&feature=youtu.be
in the video if you look at 1.10 to 1.14 you can clearly see that he runs right up to the hostage takers, in my opinion this is FailRP and breaking FearRP, makes me wanna ask the question IRL would you just walk up to people that are taking a Police Officer hostage? ok so that is the first part

Since there is no direct evidence of ORiley asking to be tied up, he will be issued a verbal warning for his attitude towards the whole RP situation.
Concerning the player disrespect however, he will be issued a 1 day ban.
