how does ones clan come about official?what is the criteria?

Have a lot of members. Be around for a while. Actively keep the clan running and involved.
That's my take on it anyway. I'm sure Noda can give a fuller explanation.

Not necessarily. Of course once a staff member joins a clan, any of their respective bum lickers will likely gravitate towards that clan too, further increasing its member count and prominence with in the community.
But it's certainly not a requirement.

At least 5 members required to register as an official clan.
If a clan becomes well-known, popular, and is of good quality, the clan officers may offer [Official] status.
