Summary:
disobey rule of pursuit It must be first option,(especially if his car standing infront of mine)
opened fire(lethal) on m, without me being actually armed,
tased me even though I steped out of my car and crouched (didnt even made a move)
abused the taser or basically used it for no reason, I wasnt even fleeing.

I do not think Mustang did anything wrong, here is why: You almost ran him over with your car, he could've been hurt or even killed.
