Set your graphic settings to Very Low, your screen scale to 70. Then go to your PLAYERUNKNOWN'S BATTLEGROUNDS Properties > General > Set Launch Options and copy everything in the spoiler into it and press ok.

There are also tons of videos on youtube on how to replace your .ini files that you should watch.
If any of this doesn't work then i'm afraid you just need a better computer.

I believe on steam there are many guides to reducing FPS for PUBG. I recommend having a look around there.
