Summary: In the chat it shows that Wolven pulls Falcon up for randomly raiding him. They continue chatting about it until he admits he did it and his exact reason was "No laws. Chaos. Car stolen about 6 times". This is clearly not a vaild reason to raid and he admitted it.
Also, during the raid many people were killed. Such as a Police Officer, Vice President and the President.

This is clearly not a reason to raid as there are perma laws for you to follow.
