So Zakiyarra was the only NPC on the block and then this upper class man came along. So Zakiyarra thought why not get rid of him by slowly getting him addicted to Heroin and therefore slowly killing him. Zakiyarra is making money off the Heroin and getting rid of his NPC counterpart whom is getting more attention than him.
