Second an rpp limit should not be in place as it's just Kevlar that shows up on the player model.

The item itself is great, as for obtaining it I have no issue with it being optional clothing or a low RPP limit just like the government cap.

+Support as stated police officers running into a full gunfight with only a shirt on looks un-realistic. This would make the situation look a lot more professional.
It also would look good with the current police uniform.
EDIT: Explore made a good point as in real life police officers would get there bullet proof vest from the locker along side the weapons.
