Seems that [FL:RP] monkey d luffy is holding a radio.
this however seems to be a error for him.
You are allowed to play music aslong as there is a source for the sound (Radio, DJ Set, Speaker ect)

Yes that may be so, but he was running around with it, and an admin muted him and then unmuted him at a later time, so that must of meant that he did something against the rules.

If another staff member muted him than Im sure he is warned/punished for his behaviour.
Im going to deny this player report for that reason and cause it would be allowed to play music if there is a source for it.
